Feat(dex): expose public endpoint listing curated homeservers

In #201 we discuss option 1 as being a potential centralizer.

By exposing a list of curated non-malicious homeserver for other Indexers to track and creating the functionality to import such list of homeservers from other Nexus we can mitigate the centralisation effects.
