Wheel package

Hi, please build and upload wheel package (for python3.7,3.6,3.5) to avoid build from sources on install from pypi.

biscuits is Cython based, thus produces a C extension, so wheels need to be built on each architecture, which is not that easy to setup, AFAIK.

I'm keeping this open though, as this is of course something we want to do at some point.

Pain: yesterday responses was released version 0.10 with using biscuits. And it's breaks my testing CI because I don't have (and don't want to have) gcc on testing environments.

But now responses released version 0.10.1 with binary wheel аnd problem is not so urgent. But nice to have (binary wheel for biscuits) :-)
