Create a DevServices for Podman AI

Currently there is one devservice for olama. With the latest version of Podman AI, you can also interact with Podman AI like it was Podman Desktop, so for example you can pull models, inference models, and so on.

It would be great to have something similar as olama devservices but with Podman AI.

I think there is still one missing operation like inferencing a model, I have asked to the team to know if it is the case or not, but good to have this issue in mind to offer the integration.
