3.6.0 NEWS could give a more useful link

Thanks for the great package.

The NEWS for 3.6.0 says to check "?cli-config". This doesn't work.

In R GUI this gives an error that the object "config" is not found. In RStudio it shows the help for base::Arithmetic. Neither seems like what you were going for.

Adding quotes around cli-config works for both and is probably not an obvious solutions for R newcomers.
