Block auto-update to macOS 12 M1

Actual Behavior

We're seeing reports that Rancher Desktop 1.17.1 does not work on Monterey M1 due to issues with how we build qemu. We should disable the auto-update to that configuration.

Expected Behavior

If we're not going support this configuration, we should not upgrade the user into it automatically.

Additional Information

See #5273 for the rules we're using for 1.17.1 — that needs to be updated to check the arch.
