Migrate from norman to steve for

• API Requests
• Socket updates to resources

Issues (not exhaustive)

• Migrate away from norman node actions #10743
• Project Management
• Role Binding Management
• Move to new public api token endpoint #12488
  • Migrate away from norman auth configuration and actions #12331
  • Add CRUD support for new ext token #12332 (this will help us drop v3/tokens)
• Use new generateKubeconfig which returns new public api token #13192

The final step should see zero usages of the rancher store. TBD about removal
