Release 0.2.0 checklist

Starting to work on this. Multiple things come to mind:

• drop python3.6 support
• add python3.10 support and testing
• URGENT: Add owlcat as dependency - with flagmanager compatible FLAG/FLAG_ROW backups prior to flagging #81 add flagbackup support
• logging filename changes requested in How to change the default log filename? #92
• switch over to dask-ms zarr format
• ditch setuptools for something newer and fully pep517 compliant e.g. poetry
• Move to a newer version of numpy. This should happen with the latest dask-ms version by default
