Problem/Opportunity

Check and remove the L3 implementation as the API is deprecated.

Steps to reproduce

No response

Expected Behavior

API should be completely removed.

Actual Behavior

undefined symbol since the definition not present in hal.

This API is still existing in the interface file. so no need to delete this.
