Background

The current Python template doesn't contain a suggested location for data files. There are two related scenarios:

Including data in the Python package
Data required for building/testing/dev but is not included in the Python package

Definition of done

template includes suggested patterns for both of the above scenarios
README and other docs are updated accordingly.
