Add metadata store controller that reconfigures the metadata store nodes automatically

To make the setup of a multi node Restate cluster easier, it would be nice to have a metadata store controller that is able to reconfigure an embedded metadata store to reach a configurable fault tolerance. That way users no longer need to add metadata store peers manually via the restatectl.
