[Doc] dataset-generator OBC must be created before image-server deployment #70

Smartcity Readme needs to be modified so that the dataset-generator OBC is created in the Image Server section instead of the Load Generator section.

*  image_server/bc_image-server.yaml: Build Config for the image-server
*  generator/obc_dataset_generator.yaml: Bucket to store the images dataset
*  image_server/dc_image-server.yaml: Deployment Config/Service/Route for the image-server
