Missing user project in RHOAI dashboard - ArgoCD 'ic-users' project not synced

Describe the bug
I provisioned a single user env of the Parasol lab via RHDP. When accessing the RHOAI dashboard, the user project wasn't available.

To Reproduce
In case this wasn't random: Request at least a single-user env and check that the project is missing.

Expected behavior
The user project should be available.

Workaround: Run the ArgoCD sync manually for ic-users, then the project is available. Maybe it was just a race condition issue/hickup, but as I stumbled upon this, I thought sharing this information might be helpful.
