We normally have many topics (8-10) for round tables, partially because we have to divide into groups of small enough sizes (~10 people) so there can have good debate by all participants. Instead of having 2 rounds of round tables I was thinking of having less topics (~4-5) and have multiple small teams (~3 teams of ~6 members per topic) tackling specific issues and hopefully come up with action items that can be tackled with a plan. They would use the full time and there may be more upfront planning, but I hope we will find more leaders that are willing to take on the activities after the summit.
