Test building and running ocrs on Windows #3

So far I've only tried building and running ocrs on Mac and Linux. This issue is about testing the build on Windows and fixing any issues that are found.

#9 should resolve the immediate blockers. Before closing this I should add a CI step that runs on Windows.

Run CI on Windows and add trivial E2E test

The end-to-end test just verifies that the ocrs CLI runs and exits
successfully.
