AddForeing Ontology does not appear

What steps will reproduce the problem?
1. Select the ``destinations'' ontology in the Workspace
2.Click on the Add Property button 
3. A pop up window shows up. Then, I select OWLLinkProperty in the Property 
Type combo box

What is the expected output? What do you see instead?
A pup up window should appear, "Add Foreign Ontology", but nothing appears 
instead, so I can not create any property link


What version of the product are you using? On what operating system?
SWOOP 2.3 beta 4, swoop 2.3 beta 3 in ubuntu. 


Please provide any additional information below.

I followed instructions in tutorial:

But have not been able to create link properties as indicated there.
