[Request] Recovery on both Short + Long Rest

Describe the solution you'd like
I'd love if I could set up an item to recover a certain (lower) amount of item charges on short rests, and recover another amount of charges on long rests.,

I figure it could possibly be sorted by adding some custom commands to the "Uses Custom Recovery" field under items, but I'm open for other solutions as well.

There a a low likelyhood that I will implement this, but anyone else (or you!) are free to implement this feature and create a pull request :)
