[Request] Toggle External Food/Water Resource on a per rest basis

Is your feature request related to a problem? Please describe.
The only real problem, so I do not have to remind my players not to pick external sources. Sometimes I want them to have the option, sometimes I do not.

Describe the solution you'd like
I would like when I start the rest workflow, be able to click a toggle that the external resource options are blocked for that one incident.
