Old branches in rotseutil to resolve

@vaisakh329 @jalasker There are three old branches in rotseutil that I ask you to look at. I would like to understand if there is any useful code left in them and then either make a final branch and pull request to merge, or to delete old branches. Can you look at this so we can discuss later in the week?

I also think it will help to have a rotsehub czar, and I think it probably should be one of you. Let’s discuss later in the week.
