We need a better way to trigger PRs, e.g., ONLY build matrices where the uptodate.yaml is changed.

@davidbeckingsale I'm thinking we can just have two separate workflows for PRs and then push and automated updates - the PR should explicitly look for changes (and only test those changes) and the others should do what we are doing now.
