Connections frequently failing over live networks #260

Connections are seemingly dropped at random over Signet in CI and locally. read_exact cancellations may be a culprit in the message parsers.

Interestingly the activity on Testnet4 has gone down significantly, and there are no disconnection problems. Signet activity has gone up significantly and connections are being dropped frequently...

Starting to think this bug was due to the abnormal activity on Signet. My trusty peers are all maintaining connections again with no changes to the network code, but a decrease in activity on Signet.

Connections are no longer failing at all during tests on live networks so I am going to chalk this up to a surge in activity on Signet, considering Testnet4 had no problems once all the activity moved.
