[ARCLoad, ArcBoot] no longer available . #191

The MIPS-Linux.org no longer exists thus arcload does not exist in that place, and the debian repo used for ArcBoot is 404 now.

ArcBoot can be obtained from a github repo:
https://github.com/agx/arcboot
Or: https://sources.debian.org/src/arcboot/0.3.15/

But ArcLoad can be found here, it seems, and should be archive:
https://sources.debian.org/src/arcload/0.5-7/
