Parse non-ascii characters in the XML files

There are some apps with special characters in their names. These get replaced by a question mark.

My assumption is that this happens somewhere in the XML parser or download code, since it displays wrong on the HTML pages, packages.json and the RSS-feed

Examples:

• https://sailfishos-chum.github.io/apps/harbour-tooterb/ (should be Tooter β)
• [meecast.spec] Replace "≥" with ">=", because … Meecast/meecast#74
