There are only four such cases where <P> tag is used inside an entry.
Usually <P>[0-9]+[.] {%......%} is used to denote the entry in preface regarding the catalogues consulted.
See sanskrit-lexicon/COLOGNE#148.

<P> is usually seen in explanation / prefatory / appendices material.
There only few ones which occur inside the entries.
