A sqlite file can be created from hwnorm1c.txt (hwnorm1c.sqlite).
Previously, this was created in the scans/awork/sanhw1 directory at Cologne, and copied to
a spot (simple-search/hwnorm1/hwnorm1c.sqlite) in the csl-apidev repository.

The creation and copying are NOT currently automated.

It can be a CRON kind of task? Guess not.
