How define probability of same words

[VGSML]

In my case the word dictionary isn't defined at the beginning algorithm works.
And I need check if the word not found same in dictionary, and add it. On step two algorithm returns word, which was added in last step.

How I can measure closest words and make decision add new word to dict or use found?
