Option to reset a sign cooldown at a specific time of day

Add a new option to /svs setcooldown where you can set the cooldown to a specific point of the day, for example /svs setcooldown 16:34, where if you clicked the sign at 16:33 you could then click it again at 16:34, but if you clicked it at 16:35 you would have to wait for the next day at 16:34. Would be a bit cool to have in some situations.
