I am using an aarch64 windows instance and would like to have a native binary

Apparently there are ARM64 Windows runners on GHA now: https://github.blog/changelog/2024-09-03-github-actions-arm64-linux-and-windows-runners-are-now-generally-available/. So we just need to add a job to the CICD matrix and it should work fine.
