When I close the browser then reopen it, my tab groups fill with new tabs
Steps to reproduce
Start browser with clean profile
Install Tab Session Manager
Install Save Tab Groups For Tab Session Manager
Sign in to a new google account
Turn off group tab sync (warning: will delete any current tab groups)
Settings -> Sync and Google Services -> Manage what you sync -> Customize Sync -> Turn off tab groups
Open some tab groups
Save session
Close browser
Open browser, press ctrl+shift+t
Expected result
Your previous session comes back up (through google's default session restoration)
Actual result
Any tab groups that you have (given n tabs in the group) will start with n new tabs and then the actual tabs

Additional context
I tested this on a new browser with the above steps and was able to reproduce it, then I disabled tab session manager + group (which interestingly deleted all of my tab groups), closed the browser, reopened it, re-enabled tab session manager + group and it fixed the issue. I was not able to reproduce this on my normal profile though.
Edit: I've found some success by manually deleting each tab group then reopening the session, but it didn't work permanently
