The 10GbE outputs a black packet (a whole packet containing just zeros) after sending a packet from the PPC. So every time the PPC emits a packet, an additional bogus one is sent. Even the headers are full of zeros. You can verify this by firing-up tgtap and watching wireshark. Each ARP packet is followed by a bogus blank packet.
