at certain sizes it looks like the circles get cut off on the edges.

I think at the very edge of some of these icons were cut off. I just rescaled the svg files to make sure the icon is within the artboard

State change is currently a highlighted drop shadow.

I think it might be more expected by the user to keep the same kind of action as what happens when mousing over the "1" , "2" , "3" circle buttons.
