Add feedback between HS and DEM as an option to Alpine3D.

It likely requires two keys to function properly:

Does the DEM need to be corrected with HS?
Is the DEM the top or the bottom of the snowpack upon initialization?

A special provision is also needed to make this work in conjunction with MAX_SIMULATED_HS...
