simultaneousWithExternalGesture: Does the order matter?

I'm using simultaneousWithExternalGesture, and in the example the parent gesture get's the gesture from the inner gesture and sets it's simultaneousWithExternalGesture. The docs do not mention if this is significant. Anyone know the answer?

In my app i'm doing the opposite which works fine on iOS but seems to only work after a hot reload on android...
