Chat should not scrolling down with chat response.

It might be better for the UX for chat to not scroll down with the chat response, since ideally the user may want to start from the start of the response.
It would be beneficial also if at the bottom of the response to have a button where it scroll back up to the top of the chat response.

@tarasglek filed something similar elsewhere, where we said it might be good to scroll the top of the response into view, but then not bother trying to scroll it afterward.

I like your idea of a quick way to jump to the top of a message.
