how to make a floating window over fullscreen app on macOS

hi there everyone,

might it be possible to create a floating window displayed over fullscreen app on macOS?
it seems that the alwaysOnTop option does not work.

i tried directly use cocoa to make a NSWindow by the example app hello_world, but the app just crashed when i println the level or set a level by app_menu.level() + 1.

any suggestions?
