How to produce universal build for macos with dependencies like openssl?

I am using rusqlite with bundled-sqlcipher feature, which requires openssl to be installed.
On mac I use brew install openssl. Builds for arm and amd64 work fine, but universal build fails.

Here is the error message

Does the bundled-sqlcipher-vendored-openssl feature not work for you? googling for a few minutes this seems like the only sane solution for macos cross compilation 🤔
