when will v18 begin?

hopefully within a few weeks. The plan is to add a subset of features from katago (liberty + to_capture features, playout-cap variance, benson's algorithm for game termination, target pruning, maybe a few others?), tune constants on 9x9 runs, and try and start v18 after that.

Unfortunately, probably not. We haven't had time to do much work on Minigo outside of MLPerf recently.
