Coverity workflow can stall #478

Description
If on Wait for Coverity analysis slot step there is no response from coverity workflow will run indefinitely.

Example
Example run where Wait for Coverity analysis slot step kept running for over 5 hours. Trying curl POST every 15 seconds

Expected Behaviour
Perhaps a maximum tries or time limit to allow workflow to fail at some point.

@StrongestNumber9 Hey, I'm unsure why the example run didn't get the expected response, if you could investigate when you have time. Also could you check this issue is valid. Thanks!
