better latency properties than others. To optimize performance, clients SHOULD
maintain statistics to track the performance characteristics and success rates of
particular pairs.

If taken literally this would often mean picking 2 servers located very close to the client - which could be almost as identifying as the IP address we're trying to hide.

Interesting. I'm sure there's a geometric argument we can make about this being a problem in practice. There's probably not much we can say beyond "choose wisely," as this is only a problem if the client's position can be inferred from the Target's perspective, and that depends on how many candidate clients are "nearby."
