currently our local-interchaintests rely on a locally built stride image (v8.3.0).

we should update this image to the latest available one to ensure we are running out e2e tests on an environment as close to that of mainnet.
this will likely involve a bit more work than just bumping the version in the configs as stride had since switched to ICS.
