currently the icq-relayer sidecar process starts fine if it's the first time running the tests with just local-ic-run.

on subsequent runs, the relayer container needs to be killed manually.

lets add some logic which would:

  1. reuse the existing icq relayer container if it is suitable for the test run
  2. cleanup the process if it is not suitable for the test run.
