Deleted download comes back when starting program

I deleted (from the program and download location) an incomplete download months ago, and now whenever I start the program up it begins downloading the file again.
Currently on version 8.22 on Windows 11 but this has persisted through numerous MegaBasterd updates. I have even uninstalled, cleaned the registry and temp files, and done a clean install but this file always comes back upon starting MegaBasterd.
How can I permanently delete this so it doesn't come back again?
