Is your feature request related to a problem? Please describe.

We manually generate a public preview in CI using a combination of dry-run and github actions. At Top Hat, we also duplicate this publish preview code.

Describe the solution you'd like

I'd like some way to tell the github plugin to create a publish preview. I don't want "destructive" actions in dry run mode, so perhaps we need a "publish" mode? Or perhaps we generate a "plan" first and have the plugin detect the plan mode?
