Issue Description

The CTWG has referenced a "mental model" for the collection of WORD/PHRASES that categorizes entries in the corpus as either TERM, CONCEPT, SCOPE.

It is unclear to the broader population of ToIP what/when/how to use these categorizations. As such Foundation Members are not embracing the process of how to introduce a new WORD/PHRASE .

We need to simplify the CTWG workflow process.

Proposed Solution

CTWG needs to define an EASY usage model:

1. Easy submission form for the introduction/suggestion of a new TERM. This SHOULD include tagging for relevance to one or more WGs.
2. CTWG handles meta data categorization processes internally.
3. Flexible generation of a GLOSSARY. See Issue [PROCESS] Simple Glossary Generation #22
