we should get this statement into the Scope to hit the reader early with the basic idea.

Adding a refinement to this ticket:

As posted by Darrell in the linked comment - the requirement is:

Add Does Entity X have Authorization Y, in the context of Ecosystem Governance Framework Z? to the scope section of the specification (and ensure it makes sense in context with the rest of the text)
