Fedora's kernel comes with kernel lockdown enabled by default along with secure boot, which disables hibernation. Additionally, we also have to deal with ZRAM and BTRFS which don't behave nice with hibernation (although there are workarounds), not to mention Nvidia drivers...
For now, hibernation on Fedora is a mess, and it doesn't seem things are going to change anytime soon.
Enable a feature from Bluefin LTS which hibernates the computer after a certain suspend period.
