New ucsf_webedit_lite "UCSF WebEdit Lite" sub-module

We found the need for a "lite" version of UCSF WebEdit, and it's currently its own module in our UCSF D7 repo. We'd like to eventually make this a sub-module, as an option for people to choose a "lite" version for purposes like ours. Which is to allow anonymous contribution of content.

Let us test this out a little more for our purposes, make sure it's finished, and then I'll return to extend this request/issue.
