Users can not select newsrooms that they have permission for

It appears that sometimes, users who have been given permission to new newsrooms do not have the ability to select that newsroom when the log in to announce.

I think the issue is that their primary newsroom is still set to 1, and because they don't have permission for newsroom 1, they can't select another newsroom. We have been fixing this by manually changing their primary newsrooms, but an automated fix is required.
