Add asset flag called "dormant", which means it will not be deleted, but it's not to be used.

Some assets need to remain in the system for replays to work correctly, even if we don't want people to use them in new stages.
This bool flag allows this condition to be handled.
This is new functionality, and will be rolled into the refactor work.
