WCAG 4.2.1 test 21: false positives

This document fails WCAG 4.2.1 test 21 ("Missing list element(s)"). The algorithm raises the error for many text paragraphs on pages 14 and onwards, while these are obviously just text paragraps and not lists.

This document also fails WCAG 4.2.1 test 21. In this case the algorithm raises the error for lists that have been correctly tagged as lists.

test-document-3: Here the algorithm correctly detects invalid list structure: in two reported errors multiple list items are tagged as a single list item, which is wrong. In the remaining errors list items are tagged as paragraphs, which is also wrong.
