defaults to WITH_DEBUG #43

A bit too verbose default setting.
Also, .c files use #ifdef WITH_DEBUG so debugs are in effect also when #define WITH_DEBUG 0.
config.h.in:

#cmakedefine WITH_DEBUG          1
